I heard the collection agency doesn't have good HR\PR so I'm thinking that it's the same thing that happens in the state's when someone's sells information that you had owed a creditor, even though it's been paid. But that means that it's happening to over 1000 people per day from their number...I think it's been setup by a "third party consultant" and they will just deny that they have anything to do with spoofing their own lines.
