This number is Bell Mobility's Cellular global pool number when you dial a 1-800 number from a Cellular phone.  Bell is Forcing all CallerID numbers from Cell phones to show up as (514) 931-7284 and that phone number is NOT EVEN IN SERVICE.

I got a phone call from (514) 913-9743 ( Quebec, Canada on caller ID) and NO a message. Any idia?

This number shows up often on our toll free from calls originating from cel phones. It is possible it is owned by a Montreal area voip termination company. We do not know who yet.
