The kind of call-blocker I use is Google Voice. If someone calls me but their number doesn't show up on caller ID, I just write down the time of the call, open GV like I would my gmail account, and check my inbox. The number will show up as an email, then I add it to my scammer list (all under one contact name-I chose "Ignore" but you can call it what you want) and I never hear from them again. SMS messages show up the same way-I click on the message, and a window appears with a space where I can enter the number and block it. GV is only available to US residents, and requires a PC to set up. It uses a cellphone connection when being set up, and from what I've read you can even add your landline and work number so scammers can't call you there either. Blocked callers receive the three-toned message that your number is no longer in service. The tones cause the robodialer to reject it from the scammer's database, so they no longer call you. Setup instructions and videos are available on Google for the kind of cellphone you use, for example "Google Voice setup instructions for MyTouch 4G". Hope that helped.
