This is the second time I have been "harrassed" by unsolicited calls from this number.  A female voice with an English accent states that I can get low interest on my existing credit cards.  When I pressed "2" to be removed from the list - a real woman got on the line and said you can get 2% on my credit cards (obviously a scam).  I said I want to be removed from the list - she said I need your number.  I said "absolutely not".  She said, "well, I need your number in order to take if off the list".  I said if you call again, I'm calling the cops".  She said, "excuse me?"  I hung up before the call excalated further.

They do not identify themselves and make outlandish claims.

Called me too. Not sure who it was so I tried calling back. It said the number was not in service.

this number keeps calling my cell phone but never leave a message.  annoying.

P.S. It was a call placed to my cell phone.
