I just got a call from this number too.  I see that the 905 is an Ontario area code and now I see that you folks also have been harassed as well.

I adopted a cat from teh SPCA last weekend and they gave me the first month of free pet insurance from Shelter Care.

Does your newly adopted/purchased pet have a micro chip from 24PetWatch?  If so they most likely gave your phone number to PetCare Insurance.  They are both under the same parent company.  Under 24PetWatch's website you are able to send them a message.  I just sent PetCare Insurance one asking them to remove my phone number from their list and one to 24PetWatch asking them to have my information on record and only use it in the case that my cat is lost.  Hopefully this will stop them from calling me every day.

They tell me my pet insurance is expiring. I have not pet insurance, I don't even have a pet.

Someone tried to call me from this number yeasterday, but didn't get through, due to a "CALL REJECT" feature on my phone that blocks all numbers that aren't in my contacts. I can't call back or send a message to find out who they are or what they want. The area code is from southern Ontario. All these posts I'm reading on this site about "pet insurance" scream "SCAM" to me. The caller is probably trying to extort money out of pet owners, saying they found a pet or some such BS and asking for money to return the pet or pay off an insurance claim. I have 4 cats and they're all present and accounted for in Charleston, South Carolina. No need to give me any BS line about finding them.

Same problem here.  I just called the number back and spoke to someone. She asked "How may I help you?"  I told her I want her to take my number off their marketing list.  She took my number down and said she would make sure I don't get anymore calls.  We will see...
