I was angry that this number continuously called but no one responded to my 'hello.'
i called back and got lucky. A woman answered with the name of a rest home for
mentally challenged adults. This is a convenience line in the common area and some times the inmates get a hold of it and make random calls. It's intended for the families
of those incarcerated and their exclusive use, but at times things don't work out that way.

I got repeated calls from this number, nobody speaks when I answer. If I don't answer they leave a silent message every time, so that my voicemail box becomes full very quickly. If I try to call back, either un-initialized voicemail answers, or the phone is picked up and hung up immediately. Some kind of spam, I guess.
