its collections if you never dealt with them it might be a fraud issue and you should check your credit report.. if they hang up right away its because they are using a dialer... collections is annoying of course it is but its best to deal with it... they ask for your birthdate or other personal info to make sure its you cuz they are forced to by the privacy law if you dont wanna talk to them talk directly to citi mastercard

I received a call om cell or at my home today on 15 jan.08.I tried  to call back from my cell and land line frome office and home land line,and massage  was saying it was a NON WORKING NUMBER.

This is not telemarketing or fraud. Like the previous poster noted, it's collections. Just pay your bills and you'll be fine.
