This is an Automatic Dial and Announcement Device or ADAD - companies use this to call many numbers without having to do the work.  Then if you answer, you get routed to a live operator for the pitch (or sales, scam, collection etc).I called back the number and it is not in service, so I suspect that it is another use of internet telephoney to appear that the number is legit.  If you have call block use it - else, ignore it until they mask their number again.

On September 8, I received a call from this number. The recording said it was a public service and that I could receive free information on how to have my debts eliminated. The man said I should press 1 to learn more or 2 to be removed from the list. I let my answering machine take the call.
