I believe it might be related to Rexdale Hyundai, possibly its Call Center.  I cannot confirm if it is or isn't however.

This number keeps calling me constantly and they don't say a word when I answer, they just sit there. Why call if they aren't going to speak, idiots.

I dialed the number and it says "you have reached the DO NOT call request line." I have not been able to block the number but what I know for sure is that they won't stop calling my cellular. they don't call my home phone
