This seems to be a government proxy line for (various?) Canadian embassies abroad. its a number at the bottom of a fake "official Transport Canada" warning about car seat on side of rd scam and eggs thrown at windshield.
Maybe someone should call Bell canada and ask them, or alert the police. someone must be paying for this number to exist and be used for malicious purposes.

Received 2 calls on my cell phone after 10:15 PM tonight from (613) 952-9623, but decide not to answer when my family is sleeping. So even we register to stop all telemarketing calls is not enough these days.
