I have seen this number pop up on various sites as one that is a telemarketer or fraud.  It's actually a legit company- NCO finacial.  If people are getting this call, it's because you have something in collection (e.g., credit card, student loan, other outstanding bills).
So really....as annoying as they may be.....they're just trying to get money back.  Guess you can only outrun collection for so long before stepping up to the plate and paying back what you owe (and be penalized with an insanely high interest rate!)
