Rec'd a call from this number. Nobody answered on the other end.

This is one of several Ontario numbers that have called but no one answers when I pick up the phone and say hello.  The other Ontario numbers are: (416) 999-3831; (289) 212-0098.  There is also a BC number: (250) 395-2467.  Who are these idiots and why are their calls getting through when I am on the no call list that is supposed to block this kind of time-wasting nonsense?
