We get calls from this number sometimes as frequently as 5 times a week.  Most of the time there is no answer.  A few times we have spoken to someone who says they are from the cancer society or the firemen's association selling tickets for a magic show.  When we get a person we asked to be taken off their call list.  
We've decided to answer and then hang up as soon as it connects.  Feels rude but this is a real nuisance we are trying to discourage.

calls everyday. left a message one time, saying they are from some country in africa, and they want to send me some money.. scams! they even send me text messages wanted to be my friend.. soo annoying! i've seen these type of scams from dateline!

Just got a call from this number.

Computer voice said i need to extend my warranty on my car. funny thing is my extended warranty is almost up so i pressed one. then a live guy came up to confirm my car and then i asked him what car they were talking about.

I told him IDK you tell me, your the guy that told me my warranty is up. then he hung up on me.

I got a call from this number, and when I answered no one was there.  I answered, HELLO three times, and nothing.  About a minute later though, I got a message on SKYPE that my daughter had tried to call from Germany and I had answered and said HELLO three times but couldn't hear her.I called her back on SKYPE and sure enough it was her that had called.  I assume that the number (604) 855-7584 is a number that routes SKYPE calls.  This could be why you get the long busy signal when you try to call it back, and that no one can trace the number to anyone.  This means that you are either getting a legitimate call from someone you know from SKYPE and it just doesn't connect through to you. It is also true then that if the call connects and someone speaks to you and tries to scam you, that they are using SKYPE to make these types of calls.Hope this explanation helps someone figure out who may be calling.

I also have received calls from this number, but in two different places. First, I get it on my cell phone. I don't answer, and sometimes I get a voicemail afterwards that is nothing but static.

Second, at work, when someone from our head office calls us, their actual phone number is disguised for some reason, and comes up as this number on our internal phone display.

I suspect that the number itself, (604) 855-7584, is a default cover-up number when someone is on caller id blocking.
