My commodities broker calls me from Chicago and this number comes up. On another thread this number is identified as a major carrier trunk line. That is it is a major feed line for calls coming into Canada. It is probably used mainly by companies marketing some product or service but it also appears with cellular calls across the border. Roaming on cell, etc.

Or it could be boogie men, that sounds reasonable too!!!

We get calls from this number sometimes as frequently as 5 times a week.  Most of the time there is no answer.  A few times we have spoken to someone who says they are from the cancer society or the firemen's association selling tickets for a magic show.  When we get a person we asked to be taken off their call list.  We've decided to answer and then hang up as soon as it connects.  Feels rude but this is a real nuisance we are trying to discourage.

keep getting calls from this 3 on my cell phone too!  usually during business hours, so I miss it.
this time I caught it and it's some voice activated system wanting you to press #s to speak to someone about an expired car warranty.  What a load of rubbish!  I just hung up.  Isn't there a way to get these con artists?

I got a call asking to speak to the owner of this property...I replied they are not available ...who's calling...replied Patrick...he would call back...heavy indian accent..not sounding like a Patrick...hmmmm perhaps a deafening blast to this idiots ear would be suitable....

I got a call from this number, and when I answered no one was there.  I answered, HELLO three times, and nothing.  About a minute later though, I got a message on SKYPE that my daughter had tried to call from Germany and I had answered and said HELLO three times but couldn't hear her.

I called her back on SKYPE and sure enough it was her that had called.  I assume that the number (604) 855-7584 is a number that routes SKYPE calls.  

This could be why you get the long busy signal when you try to call it back, and that no one can trace the number to anyone.  

This means that you are either getting a legitimate call from someone you know from SKYPE and it just doesn't connect through to you.

It is also true then that if the call connects and someone speaks to you and tries to scam you, that they are using SKYPE to make these types of calls.

This number is a calling # that will show up on your caller ID when people dail a certain number that gives you free long distance calls to anywhere in north america. I used to have the number and website but I can't remember it.  Anyways many companies including large ones like Rogers and Fido as well as bill or debt collectors all have started using this number to call clients or customers.  The (604) 855-7584 number is just the default routing phone # that is used to call customers in the lower mainland.  I will try to find the website again because it is handy to use to call anywhere for free.  Companies on the other hand should not be so cheap and they should not be allowed to use it because it covers their true identity.
