keep getting calls from (604) 638-5888 but you cannot identify the person, and if you call back it indicates you are not authorized, Who ownes this number

weird, I can't believe this same number is calling other people!?  It's an older gentlemen who is looking for someone with a last name similar to mine.  He wants to know my number and finally he told me the number he was trying to call: definitely mine but since I've had this number for 16 years (as of 2011) I know it's not an old number.  I started giving him heck in French and it turns out he speaks French (much like a Frenchman, not a quebecker).....could this be a number people use to make cheap international calls?
