I got a call from this number, and when I returned the number, it stayed busy?

Relax.  It's a legit call.  I was on online support with eBay yesterday, and the rep said she'd call me a minute later.  She did, from that number.  It's fine.

I had a call today from the same number asking for my ebay user name...

FRAUD!!My credit card number was stolen and this number has something to do with an EBAY fraud ring. If they call you check your credit card accounts as they usually sign up for different foreign email accounts as well.

It is a scam! Ebay is not in the business of calling people. Do not talk to these people. If ebay calls you, it has to be from a toll free number.I got a call from this number and I hung up as the caller was asking for personal ebay information...

Just called and wanted to know my eBay user ID and what I sell on eBay.
