the phone number could well be coming from the US.  There are companies that use automated dialing systems that can either deliver a pre-recorded message, in this case to have you call (519) 913-2441, or can also do call transfers to live sales agents.  My current employer has used a company from Florida to do the live transfer to coworkers.
In our case, calling the number referenced and asking to be removed from the phone list should provide positive results...until the next client uses their services.
