I got a call from (506) 222-37112 out of country on my cell phone.  Is there any way to stop these

(506) 222-67843  Recorded sales call about auto warranty.  Received it on my cell phone.  Depending on a persons plan that unsolicited call could end up costing them money.  Sales calls to cell phones should be illegal.

It isn't actually from 506 area code, but country code +506 (thus the 8 digit phone number). That country is Costa Rica and therefore out of jurisdiction for the FTC. If there is a way to complain about this I haven't found it yet.
