Stop this frequent call to my phone

I have been receiving calls from this number.  I don't know who it is or why they are calling.

I got a call from this number saying it's an important message and your car will be reclassified and some stupid warnings.  Since I recently sold my car, I got curious/anxious and tried to follow the instruction.  Got to a live peson, I said I really dont know what this call is all about and the person hung up on me.  Obviously, dialing this # did not work.Can anything be done?

They just called my cell phone and didn't leave a message.  It's not the first time they've called.  I'm also on the Do Not Call List.

They've called several times and never leave a message.
