I told them to cancel my service because they kept changing my program line up so you would have to change my package to get certain channels that I had and the keep upping the cost for reasons like equipment upgrades. I bought my equipment straight out and the have never upgraded my equipment I always bought new straight out. So I told them to shove it. So they close my account and charge me for 2 months disconnect fee for a non notice.
After being with them for 10 years and they treat you like that; guess they don't want repeat business or try to encourage you to stay. The CRTC does not regulate the satellite business only the cable but now that the cable companies own the  satellite business they should be forced to bring the hammer down on them for unfair competition. Plus the CRTC allowed and now charges that new TV Tax even though the majority of Canada said no in the petitions.
The CRTC and the Government are no better than the Mafia just disguised under the name of government entities in my view. They steal the shirt right off your back if they can get away with it and even if they get caught we get hit with 3 times the legal bill in millions of dollars to what they stole and they get penalized next to nothing .

I don't know about your legal rights but you could report your experience to the Better Business Bureau. They might be able to direct you to other agencies; Government departments.
