received a call while on the other line, when I tried to call it back it came up with a message saying I had dialed wrong and to check my number

This is a Skype phone number, when someone calls your landline from their computer.  It came up on caller ID and it was a friend calling from Kingston ON to Winnipeg MB from his computer to my landline.

why when i try to phone this manitoba phone number does it say dialed incorrectly,try again

My Friend gave me a missed call from Indian Cellular number. After 3 Second of his missed call, i got a call from that number. Seems really strange to me.

When i called back, it said, number not in service.

Just received a call from this number 5 mins. ago. I live in Manitoba, and will not answer if I don't recognize the number.Scammer.

Well this number apparently ordered pizaa to my house, then tried calling me and saying they would sue me if i didn't pay, i knew immeidialty it was a prank call, so i hung up, when i checked my phone they had called me 6 times already? i am from winnipeg too, and if i try to call back, the number is not in service
