We have Cogeco Phone service. ?We called the operator and they had no information for us.  This number has been an absolute nuisance -- it calls and no one is ever on the line.

If they don't stop calling I will flip. Every time my child  goes to bed they call and call.

Sounds like a possible form of deceptive or fraudulent marketing, if Bell Canada is using another company, if it even is a company separate from Bell Canada, to harrass people at home in order to artificially and deceptively create more service sales (Call Block).  Everyone should report the practice to the federal agency which regulates corporate use of deceptive and dishonest marketing practices - the name of which escapes me right now.  Call centres and telemarketers are required by law, if i am not mistaken, to show an area code and phone number at which the company can be contacted by phone, so providing a number which is uncallable or which the company refuses to answer is likely illegal.

I don't get these calls on Telus.

The #'s that appear on your caller id are now manufactured by the call centre software in such a way that you could see this # on your id, but it is really a call from India, Columbia, or where ever the call centre company is.  The advances in software have been such that their computer can generate a fake #  that shows up for everyone in that company.  Same thing happened month ago with a # that was showing as generated by the phone company system in Newfoundland...but again it was a non-existent # that was not on the phone company records.  It couldn't be as it had never been connected by the phone company.   I get calls from a family member in Toronto that shows a 305 (Florida) area code, you can buy an fake # you want with that stupid Magic Jack phone system.  What we are getting with this (905) 963-1688 is even more sophisticated than that as the number will never have been connected anywhere by anyone.

they call my house all the god damn time
weird thing is they ask for my husband, and when i say he's not here, whoes calling, they hang up.. its really annoying
