Left nothing on the answering machine.

Message left on my answering machine said they were calling from Global on behalf of CIBC leaving a message for someone who sure doesn't live here because I live alone and not the same last name as me or anything even close. Maybe this person used to have my phone number. Rather detailed message about debt and repayment options to be leaving on a stranger's answering machine. What kind of a scam operation is Global? I'm not sure if that's breaking the law to be leaving that kind of private information for someone not connected to the debtor. It doesn't really bug me because I can hit the delete button but the guy who owes the money probably doesn't want their private details being left on random answering machines.
