Caller ID is false, but comes up as P.A. Care

Bell is the landline provider, but they claim (519) 686-3422 is not a customer.  However if you call the number, a Bell Canada message comes on the line offering to connect your call when the line becomes free (for a fee of...).  So Bell can monitor the line activity even if it has been moved to Sprint, etc.

Several other complaints sites are listing this number since mid-2008.
