The number is from the downtown Quebec City area - hotel area in the old city; the voice is some guy who speaks with an East Indian accent. He is just harassing people. Tell him in no uncertain terms to quit calling, that you've called the cops and that his number is all over the internet. He'll stop. What a weirdo.

I had a call at work from (418) 692-4211, and nobody was speaking, so I said " what do you want 692-4211"? But he hung up. That's all. Beware of this number!
