I won't pick up a call from a number I don't recognize. No message left. I would rule them out simply because if they're legitimate, then why not leave a message?

Callers name was "Mike" of a placement agency - Want to place their people in our organization.  He insisted he was a previous supplier; he was not, as I have been here many years, but turns out he was referencing our company as a whole, not just our office. The caller would not listen on being advised that our office had no need for their services and we were not interested in a meeting / call unless we had a requirement.  He continued on, insisting very strongly that I accommodate his request.  Very insistent caller.

Yes, received a call from this number, Randstad. Unsolicited call, asked to be removed from their database, I was asked why!? I said that I was at work, not interested, not looking for another position, they would keep insisting.SPAM.

called by a woman with a british accent. Told me about a job with BMO and said she would email me information on the job and never did. Seems like a scam. I tried calling the number back but no one picks up. It just rings.
