Just got a call but complete silence and hung up

The following is an hypothesis:

If you received a call from (416) 907-0582,
an talked without hearing any voice (hello would suffice), then you will likely to receive another call in the next 15 minutes from a local phone number with a further marketing call this time an actual person talks to you.

I wonder if one don't talk without hearing any voice, would the number (416) 907-0582) keep calling?

Yes the indian man told me he is life insurance i told him no thanxs.then ask me about my husband then changehis # i was going to call the cops on him.

Been getting a call from this number every week or so, for a while now. They always keep quiet.

I did a little digging and found the service provider for (416) 900-3753.

If every one calls or emails that provider every time this turkey calls,
we can at least know the service provider is having as much fun as we are.
The service provider is a VOIP company.

I received a call from this number... claimed to be from BELL..and wanted to sell me s**t.. i strung them along for abit .. then asked if i could call them right back.. he said i couldnt..  I said thats because youre a f'n scam artist...  and hung up.. if you stay on they will try to get your credit card info to rip you off... (Accent from India)

got called from this number at 4:58pm did not leave message  just got a landline thinking sorry i did nothing but sales and scam calls

Which other phone number did I read the same response for, in fact, several answers here are identical to another phone number I just looked up.  Sooo....how reliable are these websites where people claim to have received a phone call???????????
