Called at 10:00 a.m. March 17 - no one would speak!

Received calls from (416) 360-1176, 000 0123456 then 0000000000 at 3:30am. Checked these numbers from the web but no clues. End up they were calls made by my friend from overseas via skype. She called me for some urgent issues.
Anyway, I didn't answer those calls but she finally get reach of me some other way.

I get calls from this number all throughout the day, no messages. I answered once and heard the dead silence that you get the first second or two when there is another telemarketer trying to bug you. I hate this stuff. I need to get a hold of a phone spam filter as this is getting out of control here in North America and you'll get them on the worst times of day too.
