This wasn't collections or marketing, at least for me.  It was AMEX Credit Card verifying some purchase I made (and then cancelled) online.

This number is AMEX Collections for anyone interested. They don't care if you owe them money or not.  They will still bug you.

It IS an Amex number. In my case it had to do with a fraudulent transaction on my credit card. I suggest actually answering this one.
