This is a "spoofed" number.
Phishing call spam from "Credit Card Services". forwards you to an operator "verifying" your personal financial information when in fact you are just supplying them your info.

Agreed... this is RIDICULOUS!!!! Especially since you can't even call back, sends you to a 'full mailbox'.
