It sounds like your phone service provider is trying to let you know that your voicemail has not been activated.  Is this happening on a cell phone?  Is this a new cell phone?  Has your voicemail been activated on this cell phone?

When I returned the missed call I got this message. "This a Customer Care Call - No voice mail active."
