We received 2 calls this week from this number... It was hard to make out what the message was saying the first time they called, but we managed to understand it today. It was an automated message stating they were calling from a Mr Bloonsteins' office at the NCR, and if we do not call back within 24 hours they would proceed with legal action... So we returned the call to the toll free number... and what a rude individual he was! When we asked questions regarding his call, he would not reply, and he was so frustrated that he hung up! No individual working in a law office or a government office, would ever have this type of phone etiquette!! Since this was a fishy call, we did a reverse phone # lookup, and came across all the complaints posted throughout Canada. We contacted the RCMP Fraud department via email to report these crooks. Here's to hoping they catch them soon and have these ridiculous calls come to an end!!

Ontario - The Ontario Limitation Act 2002, came into force on January 1, 2004. It sets two years as the term (Section 4). This limitation will be reinstated where the debtor acknowledges the debt or makes a partial payment towards repayment of his debt. If the default occurred prior to January 1, 2004, the creditor will continue to have 6 years to pursue the claim. However, if the default occurred after January 1, 2004 then the 2-year rule applies.

I always receive a recorded message from this no. asking me to call them ASAP 24 hrs ....Failure to do so will have a bad repercussion on me.... I never return or call back this must be a scam....

Ontario Debt Statute of LimitationsIn Ontario, there is a statute of limitations on unsecured debt.That basically just means that they can only sue you for your debt for two years after your last payment.There are some misunderstanding on this, though, so let?s look at it in more detail?Basically, if the default (remember that all ?default? means is when you stopped paying on time) occurred after January 1, 2004, you have two years in which the debtor has the option to sue you. So basically, after two years, they can try to guilt you into paying, but they cannot force you using the courts. However (and this is important) if you make a payment, the clock resets, and they regain that right all over again for another two years starting from that day. So for the love of all that is good and holy, do NOT start repaying a debt once you?ve gone to a collection agency without carefully considering this implication. Basically, you want to decide when you start missing payments if it?s worth trying to start them up again or not.Once the two years have passed and the debt is no longer something they can sue for, it opens up the chance to negotiate payments for far less than the ?book value? of the debt. So, for example, if I default on a $3000 credit card balance, and wait for over two years before negotiating, I can settle sometimes for $1500 or less. In fact, given enough time, you can probably settle for 10% or less of the original debt. However, you?re taking two risks:You could be sued in the first two years if the debt is substantial enoughYou will have substantial impact on your credit rating. Of course, it could be that you have missed enough payments that your credit rating is already substantially impacted by that debt.Note that this does NOT have any implications on the behavior of the agency. What I mean is that after two years they can still continue to call twice a week, etc. The one thing you can know after those two years that does change is that if you feel they are hinting about threats of lawsuits, you now know with 100% certainty that they are bluffing (if it?s an unsecured, non tax/student loan debt.)The consumer protection agency states you must write the collection agency a letter of complaint, if they continue to harass, threaten or refuse to acknowledge the statute of limitations lodge a complaint with the Consumer Protection Agency. If they are calling you and it is not your debt and you inform the verbally and by letter also notify the CPA and lodge a formal complaint.

I have had the exact same problem. They have been calling for three years now for someone named Angela who does not live at this number. I have blocked every number they call from and they continue to call from different numbers demanding money or threatening to persue legal action. The messages always say they are from "Mr. Boulstine's" ? at NCR, and leave a number to call 1-+1 800-588-4024... Every time I pick up the phone the automatic recording comes on -- I have gotten two versions, one from a man and one from a woman - If I don't answer they leave the recorded message on our machine, which clearly states our first names... NO ANGELA!!!
I have never called this number as I am skeptical if it will solve the issue of them constantly calling me. They will probably ask my name whereas I am not Angela, and there is NO way in creation that I am going to give them my name... Any suggestions???... This has been happening now 2-3 times per day. We moved to this residence and have had this number for 3 years now - I can't even be sure that "Angela" ever did have this number prior to us, but I am getting annoyed with being harrassed by these constant calls with the same recorded message, looking for someone who no longer lives at this number... Sounds like a SCAM!!!
