This number belongs to the Vancouver branch of Public Outreach, an organization that provides fundraising services to a number of non-profits like Red Cross, Doctors Without Borders, Greenpeace, Plan, Because I am a Girl, Amnesty International, WWF, etc.For some reason, Public Outreach generally calls but doesn't leave voicemails. They don't do cold calls, so they'll only call you if you've given your number to one of their fundraisers that you've met on the street and talked to.If you don't pick up and tell them you'd like them to stop calling you, they will continue to call you for a while. They also call at odd hours sometimes (mostly in the evenings) which can be fairly inconvenient.
