keeps calling, but doesn't answer, its just wasting my minutes, wish there was a way to block it!

I don't know who this is but typically they call 2 times a day, when I decline the call the first time they call once more about 2 minutes later. This has been the norm for about a year now but it has gotten to the point of  harassment. Thanks to anyone else for your contributions to this discussion.
