I have similar situation like your get from this guy of "CIBC", I did a phone reverse search through Whitepage.com, URL: http://www.whitepages.com/search/ReversePhone?site_id=10583&full_phone=(778) 328-9686, it tells:
   "Success! See results for (778) 328-9686", which is a Vancouver, BC, CAN landline.
You can try to locate it for further information  there I guess if you are curious like I do..

I got a call from (778) 328-9686 and they requested my security info on my CIBC Visa and I hung up and CIBC Visa and that was not them calling.

It is CIBC for collecting. I had a bank account with the closed it down May 2009. They continued to charge me service fees to this date....
