I would like to report the parties located at 942 Stewart Drive in Peterborough, Upper Apartment for the supply and consumption of illegal drugs,alcohol and other unknown substances, done in the presense and absense of a 10 year old girl living within the residence. There is a 34 year old male (John Foster) who is the father of the 10 year old girl (Kelsey). He is living intimately with a 18 year old female named Shelbie Reid. He provides her with cigarettes, alcohol, and consumes both with her as well as verbalizing the usage of illegal drugs with a "bong" he possesses. They are consuming said products within the home as I am the lower resident and the fumes of the products ventures to the lower level. To my knowledge the female's mother "Kelly" (Shelbie"s mom) has also provided alcohol and cigarettes to shelbie on various occasions as well. On October 6th at 2:06 am, Shelbie Reid arrived home intoxicated to the point where she could hardly stand up. She proceeded to climb up onto a wooden lawn bench/seat outside my bedroom window where she woke myself and my partner up by yelling at her bedroom window for her partner "John" to open the door. When he did not respond to her yelling and banging on the glass window, she then called the house to wake him to unlock the front door to let her in. She was with another female "Maggie", whom at the time I believe to also be underaged, but has since turned legal age of 19 years. My partner and myself have heard and witnessed persons coming on a constant basis any time day or night, even into the morning hours up till about 3:30 to 4 am. I feel this is an unsafe environment for Kelsey (10 year old female), as well as for both Shelbie and John themselves.
