Same deal here. I'll bet it's someone's telemarketing autodialer and the message part is busted. They're paying a lot of money for centrex POTS service and the autodialer, and their marketing message isn't even being played. Serves them right!

Tim is a fat bastard who does not give a s**t! He only cares about getting people up to the resort so his wife can sell you a timeshare, and she does not like to hear the word NO!!! He coaches all his staff at the call centre on the script of what to say, and you are drilled every day on this. It was so degrading that I quit this job after 2 days.

I found a way for iPhone users to prevent this. There is an app called iblacklist. You can block numbers you don't want to pick up. It has a 1 out of 5 stars rating at the App store but I find that it works for me. I have a jailbroken iphone so I downloaded it for free through Cydius. You can just enter the number you don't want to pick up and your phone will hang up on them and gives them a busy call sound. You can set it up so you phone won't ring or vibrate. There are some youtube videos on this if you want to check it out. You can test the App by using your home phone and try calling you cell.
