Received a voicemail from this number claiming to be police and saying I'd be in trouble if I don't return the call.

Just got a call from (647) 930-2093, answered it just because. no one spoke, i kept saying hello and the caller eventually hung up after about 10 seconds.

I believe it's a call centre hired by Scotiabank for customer service. They call to follow up on a call you recently made. Unfortunately it seems their system sucks and they call multiple times in a row and hang up. You can't even call them back. I think they are new.

Called for the 3rd time today. Didn't leave a message. I assume it is a telemarketer or a collection agency calling for my ex again.

Called me too. Never left a message, but when I called back all I got was a recording says "Thank you for calling.....for english press....... NEVER mentions a company name

that is company called ( http://www.sqmgroup.com )  they collecting info for Bank collection  agency but they don't monition it

whoever this is never leaves a message and calls at all times of the day and night....like a little child playing a prank.  There has to be a way to stop their calls.
