I answered the call, it remained silent on the line for about 10 seconds, then the recording started:"This is a very important election message...bla-bla-bla... bylaw amendment... voting" the rest is unclear so I hung up.

I answered and said hello.   I heard the typical babble of sounds of a call center/phone room.  I remained silent.  They remained silent. In about 10 seconds they, or their computer equipment hung up.
