Just got a call from them they asked for my friends first name and my last name. I told them this person did not exist and hung up.

If you get a call from this number is because you or someone at your house is or has been a member or donator for either the Conservative Party, PC Party, Canadian Alliance or Reform Party.
They don't do random calls. They only call people in their list of current or former members & donators.
And if everyone in your house says they're not members, well someone's lying =)
Also, the Canadian Do Not Call List does not apply to political parties and charitable organisations, so you have to tell them to remove you from their list and never call you again.

I get calls from this number (613) 667-9148 at least twice a week. I see the number in quotes. My son very patiently picks it up and tells them we are not interested in the services they are offering but this does not stop them from calling.I have registered on DO NOT CALL LIST and inspite of this I receive calls from marketing companies. Can the authorities please look into it and levey heavy fines on these companies?

Also got a call from them today. Funny voice, Funny accent asking me if I think the conservative party should support the existence of Israel. I immediately understood this is a prank call and confronted the guy (who called him self Mike) and he hanged up on me.
