Probably wrong number dialed, but calls frequently.  On the few occasions when I've had the opportunity to actually talk to this caller and ask him to check the number programmed on his phone, he seemed incapable of intelligent speech in English (but also does not have an accent.)  A nuisance for sure, but not abusive; not sure what to make of this.
