Doesn't matter if you're unpublished...these guys probably call random or sequential numbers. File a complaint at https://www.lnnte-dncl.gc.ca

(514) 977-8989 apparently is used by a company called Premier Vacations http://www.premiervacation.net Rogers kindly offered, for a FEE to allow me to utilize a service to blovk this number from calling again in future...here's the problem with that:
1. The number is not in service, which means they're spoofing caller ID and could easily change to any ID.
2. Rogers should be taking steps to prevent sequential dialing to their cellular subscriber base.
3. If they didn't get my number by using a sequential dialer, it means someone at Rogers has released and/or Rogers has allowed compromise of their database of subscriber records, which are protected by Canadian Privacy laws, and cannot be disclosed without permission of each individual subscriber.
I'd suggest you tell Rogers they should determine the origin of these spoofed calls of you'll reneg on your contract and switch carriers. If they advise you that you're under contract and will owe them Money, suggest that they take you to court and the judge can make a determination if they'be held up their end of the contract. Or better yet, has anyone considered a class action lawsuit against Rogers and/or speaking with the Federal Privacy Commissioner in regards to this? Any takers on a class action suit?
Finally, the company that originates these calls, Premier Vacations, has a toll free # 1-+1 888-258-8097, call them to tell them what you think of their marketing practices or, if you have no fear of legal action, call them over and over and hang up, they get to pay LD charges from wherever you're calling from in Canada!

enerman,If the number is not in service, then it's obvious that it's been spoofed. See my above post for the link to Wikipedia on how they do it.
