This is a SCAM artist.  He calls elderly people living alone and claims they have won a prize from a lottery, such as through a nonprofit like Heart And Stroke Foundation.

He then requests thousands of dollars in bank fees to send the cash to the "winner."  Don't give personal info or bank info to this scammer.
