Received this call for credit card, pressed copuple of numbers to get a live operator. When asked which credit card? I was told any of my credit cards and they offer to lower my rate.

Message said my eligibility to lower my credit card rates was about to expire, press 1 to lower my rate, press 2 and my eligibility would expire, or something to that effect.

I answer and there's a recording but I hang up. on cell

These idiots have been calling my home almost daily.  All this after I registered my home number on the DNC list.  Go figure.  Anyway, it's from New Brunswick, Canada, and I don't think the FTC has jurisdiction on incoming Intl calls.  I too have heard the "message", click 1 if you would like to lower your rate.  or 2 if you would like this to stop.  Well, I have pressed 2 about 6 times now and the calls just keep coming.  I have tried to call them back as well.  All you get is a recording.  Someone has to be able to help with these unsolicited calls from Canada.
