voice mail message saying I should have received a letter explaining the rise in interest rates...then wanting to get their credit card...I didn't listen to the rest of the message. Area code 456 is out of the country....and I was not able to add the # to my call blocking.

Anyone gotten a call from this number?
I didn't answer, so curious who it is.  Seems fishy just from the number alone.

Caller ID says  INBOUND INTRNAT.  Why can't these calls be stopped!!

Person claimed he was James from Card ServicesHe would not answer any of my questions about the company he is calling from.This is not a legitimate company or call and I really hope people are not falling for this.

I answered the call and a recorded message informed me that it was about a letter i may have already received, that all "card holders" got, about my interest rates going up, and asked me to press 9 to "see how you can avoid this increase." did not mention a card provider's name. any idea who i can report this too?

answered call and got a recorded message.  I pushed zero and # and a person answered to recruit me to take their credit card.  I asked Mike to remove me from the call list, he said he would and continued to talk about the reduced rates and ask about my finances.  He would not identify the company he worked for and only said that they worked w/ all companies to reduce interest rates.  Very preditory.
