Caller ID says Toronto ON (Ontario?).

Does the Do Not Call List apply to foreign companies?

Called here just now.  I'm in MA.  I let it go to the machine.  They left no message.There is no reason to believe the Caller ID.  They are almost certainlynot in Ontario.   Search for "caller ID spoofing".  This technology is not regulated.It should be.  It's wire fraud.  You'll see ads for companies offering to do this for you.

It's a recorded message saying "Congratulations your family has been selected to win a free cruise",  then gives a number to call back.

Received call, no message. Says it's from Ontario, Canada?

I got a call from them this morning & they said that "Congratulations You've won a cruise from Norwegian Cruise Lines.." At that point I hung up the phone on them.
