If it's a robo-call, simply a bot playing a recorded message, it's illegal.  The easiest way to report it is through the National Do Not Call List web site https://www.lnnte-dncl.gc.ca/plt-cmp-eng as I did.

I got a call just minutes ago and it was a recording to manage debt. The usual tele-prompt 'press 1, press 2.' I wonder if its based on age, I'm still in my 20s but have no debt. So why would they call? This is why I no longer have voicemail. Text and Email is preferred.
