How do you know the number is from Windsor? 416 area code?

This guy from Windsor, has been calling us serveral times, daily, since end of October from this number. Any information is appreciated.

area code 416 is in the Toronto area.  that number has been calling our home cell phone line, but doesn't leave a message.
