Usage of CPE (Customer Provided Equipment) means that the caller-ID information has been set by the caller.  Thus, they can call you, while they are showing a "not-in-service" number.  So, because the number is "unassigned", no telephone-company (Bell, Telus, Shaw, et cetera) can route the number back to them.

(403) 912-8989. Called my home at 1146 pm! ?There's a law against that but from other comments, it looks like it'd be hard to enforce or track them down.

Computerized voice saying "This is an important message from Air Miles. You've been chosen to win 2600 air miles. Press 1 to accept."Such a scam, I hung up.

They called and whe I called back the phone was not service. where cant they get arrested they are scamers

Got called today from this phone # few minutes ago - June 20, 11:30 AMno voice mail was leftbased on the comments above - it is scam / do not answer

Just got a call from them myself, didn't get to phone in time to answer, I was frantically trying to get to the phone cause looking for work it's a sell I bought just for the purpose of job hunting it's a unlisted number. ?I did check into 403 area code and it's from Alberta somewhere:)
