no its not actually. It is faked, and you would have to do an actual call trace to find out where it is coming from. This same scam has been quasi-legally operating for a number of years, and the number constantly changes, but the "you've won xxx air-miles" message is always the same

Oh yeah, I called the number from a landline and got a recording saying I had just dialed a number that isn't in use....

I said, "Hell yes!" to whether I wanted the money, and got an agent on the line. When he came on he quickly tried to go through his shpeel but described the company as "VBN"... "VBN? Wassat?" I asked... "Vacations By Newport" in MIAMI.
