I received a call from this number about an hour ago. I didnt answer it but called it back and got the message that "you cannot make the call as dialed, try again." hmmm.

I would have answered but my phone was on vibrate. Tried calling it back but it alternates between a busy tone and a message saying the call can not be completed as dialed.
