They called 3 times in a row on my cell and never responded when i answered. Who is making these annoying calls?

I read on another site that this # and (778) 785-3748 are claiming people they are calling have signed up for a home-based business and people who have spoken with their reps have stated these people are very rude. ?Most people say they have not signed up for anything, I know I didn't and am getting calls from bother numbers.  This 289 number is listed as Niagra Falls Ontario on my caller ID.

I get calls from this number as well as 602-792-9866, 951-928-9345 and 201-621-5696.

Who are they?  They hang up.  One is showing Rita W Torregano (951) 928-9345.
201-621-5696 called and finally a stupid woman spoke.  I asked who she was and why when I call the number back it gives a disconnect.  She said it is not allowed to receive incoming calls.  I told her to take the damn hint then and hung up.  So the 201 number no longer calls...
